Augusta, Maine -- Governor John Baldacci has signed a Special Budget and Expenditure Order today, which marks the start of the State’s Fiscal 2010-2011 cycle. The Governor's directive includes a hiring freeze on vacant positions, limits on overtime and travel expenses plus a mandate that each State department review all contracts. The order allows for emergency exceptions.
