Obama Argued for Marijuana Decriminalization

Barack Obama once admitted that the war on drugs has been an "utter failure," as evidenced by the video clip above. Obama also suggested marijuana should be decriminalized rather than legalized.
However, as President, Obama has not done anything to end the war on drugs yet.
