When Senator Richard Shelby (R-AL), ranking Republican on the Senate Banking, Housing and Urban Affairs Committee, goes on television and starts talking about the details of the federal government’s bailout of Detroit’s auto industry, he appears to genuinely agonize over the difficult decisions facing Congress.
